VDA (Varanasi Development Authority) is the statutory body that plans and regulates land use in Varanasi. A VDA-approved plot follows the Master Plan 2031 land use map, which means it is legally permitted for construction. Buying a non-VDA-approved plot in regulated areas can lead to demolition notices, refusal of building permission, or inability to get a home loan.
A VDA-approved plot has been sanctioned under the official layout map, has a valid completion certificate for roads/drains, and is mapped on the Master Plan as residential or commercial land. A non-approved plot may lie in agricultural zones or abadi areas where construction is restricted — banks won't sanction loans on such plots and registry may be blocked.
You can verify VDA approval at the VDA office in Sigra, Varanasi, or through the official website at vda.up.nic.in. Check the site plan approval number, layout sanction letter, and ensure the plot appears on the approved colony map. KVN Reality provides all VDA sanction documents with every plot.
Lal Dora refers to traditional village settlement land exempt from certain revenue laws. While it can be bought and sold, construction requires a No-Objection Certificate (NOC) from the Gram Panchayat and it is not covered by VDA. Banks rarely finance such plots. KVN Reality only deals in clear-title, non-Lal-Dora residential plots with proper VDA/authority approvals.
Seller's documents: Sale Deed chain (7–12 years), Khatauni (land record), Khasra number, Encumbrance Certificate, No-Dues certificate, and approved layout plan. Buyer's documents: Aadhaar, PAN card, passport photos, and address proof. KVN Reality verifies all seller documents before listing any plot.
A Khatauni (Form 11) is the official land record issued by the Revenue Department of UP. It records the owner's name, survey/khasra number, land area, and nature of the land (agricultural, residential, etc.). Before buying any plot in UP, always verify the Khatauni at the Tehsil office or online at upbhulekh.gov.in to confirm the seller is the genuine owner and the land is free from encumbrances.
The registry process in UP: 1) Agree on price & sign an Agreement to Sell, 2) Pay stamp duty online on igrsup.gov.in, 3) Book appointment at Sub-Registrar Office (SRO), 4) Both parties appear with original documents & witnesses, 5) Biometric verification & execution of Sale Deed, 6) Receive registered Sale Deed. KVN Reality's legal team accompanies you through the entire process.
In Uttar Pradesh, stamp duty is 7% of the property value (or circle rate, whichever is higher) for men, and 6% for women buyers — a 1% saving. Registration fee is an additional 1% (max ₹30,000). There is also a 0.5% UP Vikas Nidhi surcharge. So total for a male buyer = ~8.5% of value. Paying on the correct circle rate is mandatory; under-valuation can attract penalties.
Circle rates in Varanasi vary by locality and are revised by the District Magistrate. As of recent revisions, premium localities like Sigra, Lanka, and Cantonment range from ₹40,000–₹1,20,000 per sq metre. Peripheral areas like Sunderpur, Ramnagar, and Babatpur range from ₹8,000–₹25,000 per sq metre. Always check the current DM circle rate list at the local SRO before finalising any deal.
Yes. NRIs (Non-Resident Indians) can purchase residential and commercial plots in Varanasi under FEMA regulations without RBI permission. Payment must be made through normal banking channels (NRE / NRO account). Agricultural land, plantation property, or farmhouse plots cannot be purchased by NRIs without special RBI approval. KVN Reality assists NRI clients with complete documentation and Power of Attorney arrangements.
